why am I always 9th

If the game randomly assigns you to a certain position based on relative competition to keep things fair then why am I always in the middle of the pack? Why doesn't the game occasionally put me as the highest ranked driver with a group that is trying to reach my level? I'd like to have pole occasionally with newer, or less experienced drivers trying to catch me instead of me always trying to catch drivers who aren't the "best" in the game just slightly better than me. Someone gets to be pole... You'd think with the thousands (millions?) Of drivers out there a scenario where my stats could be set as the best with all other contestants trying to match my level. I'd like to run a race from the front (or close) once in a ****ing while. Thoughts?

Lower your SR or play when there are tons of people (especially if you’re in the EMEA region) and you’ll eventually get pole. Took me a month and a half to get my first pole as I got my DR way too high during the open beta.
 
I dont think its random.

Either youre too slow for your ranking or others are too fast for theirs. These things arent fixed and will adjust race to race.
 
I tend to find that I am put closer to the front of the grid the first race after I have improved my qualifying time. So if I knock half a second off my qualy time, I usually find myself placed towards the front in the next couple of races and then after that, like you say, somewhere around 9th seems to become the norm again.
 
The races are generated off of the available drivers entered to races at that moment for that region to be as closely matched as possible. If there are not enough people to fill a grid of even matched drivers, the grid is generated by taking who is available. I have found different times of day or night can make for a very different grid position. Example, yesterday morning I was matched with mostly DrB,C,D drivers with only 2 other A drivers. All had Sr.S. My qualifying time against those on the grid put me near the top. However, late last night, no change to my qualifying time, I was matched with mostly dr A+,A, and B drivers and my qualifying had me near the middle. That's the consistency I have noticed. Understand though, if you start lower on the grid against tougher competition, 2-3 sports gained typically will yield good positive Dr point. Race for the gain of positions, not necessarily for a win. Some guys are just faster.

I'm guessing you are a better racer than qualifier. Your race results keep your rank up, not your qualifying results. That's why you are always qualifying a bit lower in the field with people of the same rank.
