So this is one thing I don't get about the SC starts. It's too wet to race on heavy wets, but ~6 laps behind the safety car and it's good enough to go on inters?

Grosjean's interview with Will Buxton pretty much explained their dilemma. He said the wets are "terrible."

What is the point of full wets if they don't bring in the safety car and start racing until Inters are the best tyre?
