Yes they did. Sometimes followed by a multi car crash that eliminates half the field.

Rosberg isnt good in rain, and he doesn't need to win. Standing start is better for Lewis as it gives Nico opportunity to lose positions. Safety car favors Nico.

So this is one thing I don't get about the SC starts. It's too wet to race on heavy wets, but ~6 laps behind the safety car and it's good enough to go on inters?
