That's exactly what I am seeing. I just rose to B and are falling back to C I think. In almost every race I am starting around 9-13, with a Qt of 2:00, but in race I tend to go 2:00-2:01 while the people qualifying ahead seems to go slower or at least be wildly inconsistent. I moved up between 5 and 9 spots in the upper C lobbies, but in the pure B lobby I moved up one.I'm not sure if it happens at higher DR levels, but my experience in the Low B/High C rooms is that the people who set the highest QT often seem to get taken out in the first couple corners, and then it's not so hard to catch up. In one of my races on Monday or Tuesday, I started 2nd, was booted to last, and then within a couple of laps had caught up to the end of the main pack in P7ish only 5 seconds behind the leader. The person who wins has only taken the FL lap once I think in the races I've participated in (it was the race I finished 3rd in last night -- he beat me and the guy in 2nd by like 10 seconds or something). It's more about having some luck and getting through the scrum, and then running consistent laps even if they are not particularly fast.
Edit: I usually get the countdown so I go live right before the last turn. That means that when I get to t1 I am about 1 to 1:5 seconds ahead of the guy behind me and right behind the one ahead. Mustang Sally still serves me well.
