Definitely. If you hit an other car on purpose, you should be disqualified. If you accidentally hit someone, but it shoudn't have happened (ie. turn into someone and give them damage, or brake to late and give damage.), it could be anything from a strong warning, to a 60 second or more penalty, depending on the severity of the accident.

Its problem because if every race is dry its going to be boring maybe we need to know what % weather changability we need to rain for part of the race

This idea is best. Having completely random weather is rough because a good wet setup is different from a dry one. Using real world weather lets the setup fit the conditions but also allows for rain to occur
