It's normally 11pm on the Wednesday or 12am/1am on the Thursday, JST. It's not quite consistent but it's always on the hour.

As @Nakano219 points out, it's usually in the early afternoon UTC on Wednesdays - so pretty close to midnight Thursday morning over in Japan, early afternoon on Wednesday in Europe, late morning Wednesday US East Coast and early morning Wednesday US West Coast.
Not yet confirmed - if there is one it'll almost certainly be in the teaser video when that lands (as above) - but I wouldn't be surprised.

Indeed, I recall that in the PS2 and PS3-era titles, there were quite a few Nissan Skyline models that weren’t necessarily GT-Rs - and I don’t mean the R30 and R31, either, nor the first two generations of the Skyline. No, I mean they had R32 and R33 models that were like, GTS-t models. Which funny enough, I wouldn’t mind seeing the return of, since much like IRL, those models would be a lot more affordable in GT than the GT-R models.
