The photo scapes seem to be more like backdrops, on which you can place the cars, without any free movement. Would explain the amount of scapes and the way it controls in the short video above.

Why would you write over an existing livery?

To make your own or to make an alternative livery. Say they only get one Formula E car then you can make the whole grid or download them (I'm guessing that there will be a way to share them as in Forza).
