No problem Steve, information is free... you just got to know where to look.
I find it's the opposite of the numbers you gave... in my opinion, it's about 80% skill and 20% tune. The skill is what you need, the tune only helps you use that skill a bit better. Think of it like shaving, you need to know how not to cut yourself, but with a sharper razor, you get a closer shave. Tunes are just sharper razors... that's all.

I slapped on your tune today and took the McLaren out for its second run. First run (Post #996) only got me P11, but my second run with your tune got me P7:
Car handles better -very stable, and the steering is now quite forgiving, however, because I drive Manual the tranny feels 'laggish' to me, so had to give it a tweak - BTW, by Max Speed 340, do you mean KPH? Can't be MPH? (Sorry, I work in mph, I know, I'm such a traitor

) Anyway with the tranny tweaked I now got P6.
Then I remembered I never gave this baby an oil change - so I had to do the whole 'struggling racer with his Mclaren' thing, go off to GTAuto, oil and paint job and returned to the race with a few more horses to get P5:
So, I'm working my way up painfully towards Didier. For the moment no eligible entries. Let alone topping the Board not even acing the event yet. Gotta keep trying
First stab with the Yellow Bird. Stock and just abs to start with but I'm not sure adding more power is going to help much. I'll just be going faster when I go off.
Good thinking. Sometimes going full bore, full PP, everything on, can actually make the car so overpowered that one cannot handle it to the max. I find that when a car is optimised to a track it works much better with the driver to get optimum performance. I find this especially true of cars like the Stratos, Cizeta, CTR, etc.
Remember, however, that this is a public event - and all assists and tunes are permitted. The final decision as to what to use is up to you of course. Good to see an outstanding time start that feature off, and I'm hoping other Ringbirds will gather to challenge you.
