You have to pause the game and go to the Gallery tab. It loads slowly and isn't the best but that's the only way. Wish you could delete the photos through the social club on a computer
Go to the tracks near the impound. Park your car sideways, where the rear wheel is against the yellow rail, and the front wheel is on the track. Do it on the track closest to the impound, that's the one trains use.

I never tried online, but in offline I guessed it'd be possible to get over so I put on super jump cheat and jumped over the door.

There are stairs on the left that get you behind the bullet proof glass, that go around the the top and end at the stairs seen in the picture.
