I think delaying GT4 for the states and PAL was actually a smart idea.
It got released in Japan, within 2 days everyone realised the stupidity of some of the things they put in(or didn't) and realised that they had a chance to fix it. Now, only 2 months later (what really is two months? the US usually gets games 3 weeks to 6 months after the Japanese, so 2 months is still a normal release time) they are releasing GT4.......except with 2 player garage cars in arcade, typos fixed, and hey, while they were at it, why not include a few cars that most likely were already modelled but not added to the game for various reasons.
Be happy. GT4 is coming, and I'm going to play it, all the while laughing that I didn't get the messed up mistake, which is still fun but..........
