As mentioned it is not tradeable but it is in the NCD for 1 million. If you have your login bonus up to 200% it shouldn't take more then 20 minutes of racing some of the online seasonals to get enough money to just buy one yourself. Otherwise you can try level 17 or 1994 tickets if you don't want to take the time to earn the money.
