No, it says on the OFFICIAL site that this feature will not be compatible with every track in the game.

The early evening sky turns purple as the rain starts to sprinkle. The rain drops are lit by the headlights, and there is dust being kicked up from the car in front of you. The windshield wipers wipe away the raindrops rhythmically; you can look forward to racing in dramatic scenes like this.

* Please note that not all courses will incorporate these visual effects.
* Please note that windshield wipers will only operate on premium models

Judging by the description, I think that this means that only certain tracks have dynamic weather and time of day effects - but that all courses will feature static, random time of day and weather conditions for normal races that will be generated on-the-fly, so each race will offer something new and it will not change over the duration of the race [3-5 lap races, for example, could start at night in the rain and stay that way until the race ends - but the next race could be sunny and slightly snowing].

They just won't be dynamic and change over the course of the race - which is fine by me if most of the tracks have static, randomly assigned weather and time of day effects. It keeps the game lively and unpredictable.
 
After reading that, I come away with a few things:

-I can't wait to do the Special Challenges and Driving Schools. It's almost a very cool extension of the license testing.

-The X1 Prototype intrigues me. I hope that it will be viewable from a dealer, not hidden.

-Is RUF returning?

-Wow. The IS-F real world/GT lap time is amazing.

-By far, GT5 will be the best game ever. Despite not all premium, and not all tracks having dynamic weather, GT finally incorporates real people into it's game, and that deserves a win in my book.
 
That was a cool read. I like how they said Tokyo Game Show 2011. Did this game actually get pushed back a full year and that's from the future?! LOL

There was also a TopGear interview with Kaz i believe, which makes me hope that hes a special guest in the new series ;)
