As was already mentioned, that is Bosozoku, not VIP. Bosozoku is an imitation of the silhouette racing cars of years past, but obviously more for style than function. The flares, wings and front air dams are very similar in appearance.

Now that is an awesome front lip. It very probably serves a purpose too, unlike other cars in this thread...
Welcome to the world of aftermarket 'tuning'. Most of the visual modicifations people make to their cars are inspired by race cars, ever though the actual parts don't gain them any performance. Spoilers, wings, air intakes, bigger wheels, carbon fibre bits, bigger exhaust mufflers.
Good on these guys though. They've got a theme, taken it to the extreme and done it properly. They should be strongly disassociated with 'boy racers' who stick a loud exhaust, some filler and some 18 inch chrome wheels on their Saxo/Corsa/Civic and think it's quicker than anything else.

If GT5 were solely about custom car visuals, then there's be a place for something like this.
However, GT5 is primarily about driving/racing, and a front bumper you could play "Dance Dance Revolution" on has no functional place.
