where should I go that I can find a very good university and cheap living cost? Besides Singapore.. Is Canada, Australia, NZ or somewhere else?
 
Most university towns in America offer reasonable living costs although to recommend a university we need to know what sort of programme you are looking at getting into.
 
That, and if you can get an educational visa here in the US. With the exchange rates these days, I imagine its practically "free" here.
 
Yeah... you should have it quite easy. Personally, I recommend the University of California system, because those are quite cheap after the first year of out-of-state AND they're nice places to live. I should know, I attend one.
 
how much the average cost?

It all depends on where you live, California and New York are going to be more expensive than Detroit. America is a big place.
 
I know for International Students that intuition seems to be much higher than for Canadian Citizens. The range is usually 20k+ AT LEAST.
