I've only been nuked once and it was by a teammate in a laggy GTP party (GTP_LP2K and the crew). I've called in 2 thus far and both were on extremely biased teams, but I don't feel it should be upped. It takes a VERY lucky game, the other team having massive lag or just really good camping, and it's very hard to accomplish unless you're insanely good at the game.
The key to keeping from getting Nuked I've found is just controlling the battlefield for around 2 or 3 minutes of the match, if someone dies more than 3 times (non-consecutively and with decent lifespan), it will be really, really hard to get a nuke and if you aren't past 7 kills with 4 minutes to go downright impossible.
If Nukes became harder to get, it would cause them to become unused, since the main demographic of people that are playing don't get 30+ killstreaks, the people who do would not end up being called "cool" or "awesome" because they got a nuke, but rather someone who spends way too much time playing
