@VB, I think it is just in PD's blood to use proper names for tracks. Kind of like how they use Cote de Azur for Monaco. They still have to have the license they just use the proper name where as T10 uses the more commonly known name.
Except Cote D'Azur is not the official name of the circuit. It's the "Circuit de Monaco." Someone else mentioned it, but Cote D'Azur refers to that riviera itself, not the track. It seems PD didn't get the license for the track so they included Cote D'Azur as a real location like Citta D'Aria, Seattle, and the Paris levels. It seems it's fair game since Monaco is composed entirely of real roads that are actively used daily, so essentially it's just a track using the roads of the coast in Monaco, not necessarily "Circuit de Monaco" although obviously it is the F1 track. Something interesting about the track though is that it's noticeably wider than the real track. Maybe that was done for licensing reasons or maybe it was just to make the track less difficult.
