This GPS-generated tracks will be available in the game as playable content."
At the moment, all we've heard is that the course maker is in beta stage but the release date is still unknown. (Source) There are also some people saying the Zahara track (a track that was shown in a video in February but never released) may be be created/edited using the course maker or use the location as a template.
