To cover as much distance as possible with the allocated fuel.

The way to do it is to use manual gear, change into top gear as soon as possible, do not use too much throttle (slowly get up to speed), don't break for corners unless necessary (lift of throttle a long way before corner).

If you do those things you should gold them EASY!
 
Change up at low rpm, coast at half throttle once in top gear. When you get to 0.1L remaining, let off throttle completely and roll to a stop. Then hit the accelerator to use the last drop of fuel.
 
@Barra333 has the right advice except.....why is there always one of those? At least one of the eco challenges ( I haven't done them all yet) is also time limited so you can't just troll along, you have to make a certain time. It's on Suzuka IIRC and I found that you need to be using a bit more than 50% otherwise you don't get the Gold time. I think I had to go up to around 60-65% throttle and as Barra said change gear early....really early :)
 
I had forgotten about the time limit @Argon. I will amend my advice to

If the car is a FR, MR, RR or AWD.

Press the handbrake for about half a second.
You should be able to put it in neutralA(gear number should be dark gray) and just coast and do this on downhill sections where gravity will make you gain speed.
