It's Murray Walker, a F1 commentator, whom most of the time didn't quite know what he was saying, mostly because he spoke too fast and without thinking. I'm not sure if he's still commenting races, but anyway, there are a collection of quotes from him all over the internet. That's just one of them.
Here's a select few:

- "An Achilles heel for the McLaren team this year, and it's literally the heel because it's the gearbox"

- "And here is Gabriele Tarquini in 3rd place who has already driven for 31 Formula One Grand Prix teams... Ahum... i don't know if we've have that many but I'm sure that if we did so Gabriele didn't drive for all of them!"
- "I don't know what happened, but there was a major malmisorganization problem there!"
The one in my signature (I tend to change it every now and then) is from the time when there was an Argentine GP.
