Is there a toutorial for splitting an image like this into layers, then getting them under 15?

The only one that I know of:

I mean, yes, but the idea is to speed up the process since it will be used in a racing league. I can already see people complaining about having to do it themselves.

POSTSCRIPT (not meant for you in particular)
I'd like to change my username to "ZAPPADIETRO" and the custom title to "SVG Decal Activist", could do it purchasing a premium but I have no PayPal, no credit card, just a debit card though I wouldn't be able to use it anyway cause I don't own a smartphone (I hate them ). I guess the only alternative is someone gifting me a 1 month Premium.
However, I'm not here in this thread to get paid, just making SVGs for fun and as a sort of training - there's always something to learn. I won't stop doing them anyway.
