Is there a toutorial for splitting an image like this into layers, then getting them under 15?

The only one that I know of:

I have no idea how Autotracer works though, learned to make SVGs thanks to the OP here:

I mean, yes, but the idea is to speed up the process since it will be used in a racing league. I can already see people complaining about having to do it themselves.
