No, it doesn't. Every time I shave the top of my head there's less and less to get rid of.

I didn't necessarily say that it grows back in the same location. My hair's having a mid-life crisis. It's bored of growing out of my head. It's started experimenting with growing on my back, shoulders, ears, random facial locations, backs of my fingers and toes etc etc
