Yep. As long as the wind speed is as strong as the normal takeoff speed of the plane, then that is possible. It should have been tied down to prevent that.

The plane should have been tied down. Too bad the owner was too lazy to do it.

The plane could have 'taken off' due to jet wash from a big jumbo jet, but high winds could have done it.
