Not likely. It's probably the fuel pickup in the bottom of the inside of the fuel cell. It's something that they just have to fix for next time.

This is likely an electrical problem, so if another driver was allowed to change a radio wire, than why not? If it is Mechanical, than if repairable, it would set Tony a few laps back.

It probably won't fix itself, but this isn't a problem that will blow the engine. By not picking up enough fuel in the bottom of the tank, Tony's car is losing power when he comes down off the banking. It's just going to piss him off the rest of the race, as he can't get a good hard run off of the corners.
