I don't understand the reason to throw a caution flag when they are racing to the checker. Especially when the wreck was in the last corner. Let them race to the line.It goes by where he was when the caution flew.

Clearly the spotter would say, hey there's a wreck in front of you if you are blind and can't see it, might want to slow down. And they've done it in the past.They don't want the 22nd place driver trying to drive wide-open through the wreck that started with the 9th place driver.
