How did you guys create a car mod can some one teach me to make them like rtm did

creating them yourself probably takes years to learn, but maybe porting a 3d model doesnt take that long.

But could you teach me how to import those dff file obj or etc to 3dsim thing and how to make handling and light on and off and etc

i dont have any 3d programs etc, your best option is probably a tutorial

I can't remember who made this track, but it is one of the bad versions of Fuji (the only thing looking OK is mount Fuji)
And now it looks even worse (big black shadows in front of the car on the left side of the track - not over the entire track though).
