This is quite an astonishing story - you were basically ripped, if this is true.Use Google Trad:

I commissioned the "Circuit des Remparts" from J3D Modding.
I was born in Angoulême, the city where the Circuit des Remparts is located, and
I know the route very well, having traveled it on foot, by bike, and by car.
J3D's design doesn't correspond at all to reality: dimensions, turns, and elevation.
The track is completely buggy; cars get stuck in the railings and go through the map.
It's impossible to train on it; it's unusable.
J3D has never made the requested updates and hasn't provided any news for four years.
I paid a lot for this circuit, a four-figure price; it ruined me.
I don't recommend this person who creates his circuits with Google Maps (accuracy 5 meters) while his website indicates Lidar and photogrammetry technology.
I paid exclusivity fees for this creation.
If J3D modding offers to sell it to you,
1- do not buy it, you will be very disappointed.
2- let me know.
I provided this track to someone who really knows how to make tracks for Assetto, JLCJB Racing Mod,
who confirmed that it was very poorly done and there is far too much work to fix, it's best to start from scratch.

There's another comment earlier that says that modder did "amazing job" on buildings , track itself etc. - it's weird to have such different views on the same work.
But yeah, with paid stuff, it's best to be careful, ask for some comparison images/videos upfront so you can decide for yourself, etc.
