I do not see any stuttering, I see your head bobbing when you hit brakes but no stuttering.
Hello,
I invite you to watch the video again on a large screen and in 4K. Everyone here confirms that the video clearly shows the issue. The problem appears especially when I get close to an AI car and consistently on certain parts of the track.
Even without PSSR, the start of every race stutters, and the replays — which I love watching — are very choppy. In fact, I noticed that the stutters in the replay occur at the exact same moments as in the cockpit view. I also tested without VRR, and it’s the same.

The Parking Lot in California, U.S. scape has a bugged name where there is a line break before its name (same issue with the special paint selector that was fixed a while back).

This can result in issues when it is exported from Capture Gallery and then to USB. The cause for the linebreak in-game, ASCII control characters in order of a tab (T, /t, %09), a carriage return (CR, /r, %0D) and a line feed (LF, /n, %0A), are parts of the file name, and Windows will reject any attempt to open or rename the affected file.

EDIT: You can work this around by renaming it in Capture Gallery before exporting.
I would like to add onto this by corroborating what tank has written while giving some additional info.

First, proof that this is not an isolated issue:

Second, this is the Scapes location in question. The Spot ID is 6MCX.

I am playing GT7 on a regular PS5 and using Windows 10.

Did anybody have problems with saving replays lately? I got this 2 or 3 times within the last few days:

I'm a bit confused since this doesn't seem to make much sense. Replays are saved to the cloud, not locally AFAIK (and I have more than 100GB of free space on my PS5).

Replays are saved into your game save file, which has a PlayStation-mandated maximum size of 2GB.
Looks like you're on the right path here! I knew there's a limit but I didn't think I already reached it. I don't really save that much. But yeah:

So this is stored locally? I always thought it's saved to PD's/Sony's cloud and that's the reason for the limit.

I'm not sure but I think your Playstation storage is only stored on the cloud if you have PS plus. I recall that if you go to the showcase, it will tell you how many videos/pictures you can still store.

Replay data is actually stored on a database portion of game data file rather than the save data (hence why they are lost on game uninstalls/console changes). In GT Sport the space to save these stuff is around 4.5 GB; not sure how big it is in GT7.

The used car dealer knows I've previously owned a Honda S800, and Extra Menu 16 knows I've previously owned a Honda S800...

...but Extra Menu 47 doesn't think I've previously owned a Honda S800.

Extra Menu Books require you to currently own the car.

You met the conditions for EM16 by owning one at that time. As you didn't own one at the time EM47 arrived (August/1.62) and don't currently own one, you don't meet the conditions for EM47.
