Care to elaborate on why you're so sure? I'd be more than willing to wager against it.

Biffle is apparently staying, Stenhouse is there, and Bayne will be in the #6 next year. Only way Edwards remains is if they move back to a 4th car, and as badly as that entire organization is running this year, it ain't happening.

Edwards is having a decent season so far, but I agree RFR as a whole has some work to do.

I don't see where he would go. Penske said they aren't looking to expand to a 3rd car. Rumor was he was headed to JGR but Edwards seems to want to stay in the Blue Oval camp:

Yeah not happening, but it's the only other "relevant/irrelevant" Ford team outside of Penske, RFR, and RPM. Maybe go over to RPM?

No he wont, I'd also wager against you. Unlike Edwards, Biffle really doesn't have much to offer other teams like his fellow driver and he's most likely end up in a situation like Newman which isn't all that different from where he currently sits. Point is only small time one car teams would make room for him like FR though Truex I feel is a better driver or at least good enough for them. I don't see why Penske would want him or JGR if they went to a fourth car. Though I could easily see Edwards at all those teams. The only place I could see either or is MWR

Edwards should definitely leave now. I said it a few weeks ago during the All-Star race that his talent is what's keeping that 99 looking respectable when, in fact, it's a jalopy. He used to dominate at places like Dover and Pocono but wasn't even a contender for top ten. If someone like Kenseth can suddenly win multiple races the first year out of Roush, he could match that with the right combination.

not happening (4 cars for RFR in 2015)... Bayne #6 and Stenhouse #17 are confirmed, either Biffle or Edwards stays, not both.

I think Ryan Blaney will be in the 3rd Penske car if that ever happens
he's going to Wood Brothers to replace Bayne, part-time/speedway program like Trevor.
WBR follows ONE driver on twitter, Ryan Blaney, and they've started doing so right after Bayne was confirmed as #6 full-time for RFR in 2015...

That would mean the Penske 3rd car might be open for Edwards, it's only a part-time team right now, running about 5 of 36 races between Blaney and Montoya.
I created a JGR Cheez-It car on NTG2014 but it (Toyota for CE99) doesn't feel quite right lol.

Biffle has been confirmed that he is staying, although it hasn't been formally announced. RFR can go back to 4 cars if sponsorship is there, and it is with Biffle and Edwards.
 
Roger Penske already said that he's not interested in fielding a third car.

I really don't believe him, especially if the Sponsor money is right, and a championship worthy driver more so than Joey appears. He has a more solid chance at a championship as well. This is Roger Penske we're talking about he's not dumb and he knows how to play the media, he'll be tongue in cheek as long as he needs to be.

EDIT:

When I say he has a more solid chance I mean in the sense that 3 drivers is better than 2. Especially 3 good drivers rather than 2 good drivers.

When the armored truck full of sponsor money backs up to the loading dock at Roger's bank, and Carl Edwards is driving, Roger will ask, "So Carl, is car #12 OK with you?"

The best way to climb out of that hole is to put more cars on the track together, to test more things simultaneaously, and to get more feedback from more drivers. You could argue that RFR's biggest decline has started since they shuttered the #6 team, taking one of their four team cars off of the track.

Not sure how it would make matters worse. Another team will help gather data and find new setups etc. seems like a positive thing, as long as sponsorship is there.

It is a bit of a coincidence that Bayne was announced as moving to Cup full time, yes. He wasn't announced as Edwards' replacement, however. Bayne will be in the resurrected #6 car.

I agree about the last portion of what you've said, I have to agree with the others on the first portion. Though not have more cars has helped Roger find something quite quick that even the bigger Ford team hasn't and I doubt could with a fourth car even.
