If you can engineer them, I'm sure you'd be quite rich...but then you'd have to engineer a system at oval tracks as well as the tires to make it work...

Better to just spend the small amount of time waiting.

The 2003 Brazilian GP was a good example of the dangers of streams running across the track - 6 cars fell off the road at Turn 3 alone, 2 more had big accidents at the start of the pit straight - and those were F1 cars on full wets. Look it up if you haven't seen it - something to do during the red flag :)
 
Florida is real flat. Tornado warnings with any line of storms is not uncommon.
 
And then you kill 100,000 people with the exhaust fumes.

I don't know if that shot they just showed was live, but it looked pretty dark and wet out there.
It looked like most of the water was coming up off of the track, not falling from the sky.
