As Samus points out, we don't know for sure. But I do know that their business model is based on selling many millions of units per title. The way they run the office, how they spend money, what they spend money on will all be based on their previous successes, not on selling 2 million copies. Had they game sold like expected GT7 would not even be in the conversation at this point, they be too busy finishing GT6 and pumping out the "quantum leap DLC" they promised including regular VGT and other cars along with "monthly tracks".This is true, but surely they're at least breaking even?
Everyone likes to call PD/Kaz liars because content delivery is lagging while technically they have lied, the whole truth is they are simply responding to the market, which has spoken and said loud and clear, "This game blows, we aren't buying it". I think they are smart enough to realize at this point that no amount of additional content is going to have any effect on sales and so things that cross over easily to the PS4 will be worked on and everything else will be put into the corner to collect dust.
The Senna content is a point of pride and personal honour for Kaz that's why we're getting it. The other stuff, not so much.
