Is there anythiong I should do FIRST on the car that makes a big difference?

Well basicly if your talking about upgrades. A turbo charger is a cheap sorce of power for most cars. Or else look and figure cost to power increase ratio.

Reduce ASM and TCS to zero? At least ASM zero and TCS at the very most two.
And reduce damper bounce some, as it is the same as rebound by default, and that is not how it is supposed to be.
Up the brake controller to no more than 10.

These three things goes for all cars that have adjustable parts in GT4.
