I'm not using Steam. I don't even have Steam installed at all. I guess I just copy the ''Assetto Corsa'' folder over to my secondary HDD. I'll try it and see what happens.It is, but not that easy, "thanks" to steam. It would require to move your main installation manually to a different folder, and using batch files to create/delete symbolic links, linking the current active installation into "..\steamapps\common\assettocorsa". The same may apply to CMs data folder too, as it stores its data in "c:\Users\YOUR_NAME\AppData\Local\AcTools Content Manager", and I don't know if it's a good idea using the same CM data for different installations.
Yes, Steam has the possibility to move games to other drives.
