Well, I think he's talking about two separate issues: Technical issue and game play.
On technical side, I am sorry to hear about the problem. I've had to go through a router issue, plus some adjusting on PSN account, and I did a fair amount of google search, so I can kind of relate. Personally, I'd continue troubleshooting, then pinpoint the problem using google. I'm sure you'll be able to resolve the issue.
On the way how the matches are played on Xbox Live vs PSN, I've spent as much time as anyone on both systems, so I think I'm qualified to comment.
Campers, run & gunners, and everything in between, I pretty much see same on both systems. Some great players, some idiots, many mediocre players.

I have noticed many more chevron stripes on PSN, last few weeks.
When I switched from the PSN to Xbox Live(my primary account by just a bit), there were couple of my CoD buddies who made a claim that Xbox CoD players will be better than the Playstation CoD players, so brace myself, watch my K/D go down......... as some of you may have noticed in my last post, my PSN k/d ratio has never been as high as the lowest point in my Xbox Live k/d ratio. So if the Xbox players are better than the PSN players, I sure have not noticed it, and I've logged embarrassingly more hours than probably over 90% of the people here, and probably on just one of the systems.
Balancing of teams, I concur with what Mog said. I've had countless "WTF" moments on PSN team deathmatches. I'd be like the 3rd, 4th best player on the team, and the next game, they'd have me on the "other team" as the best player. My face would pretty much look like this ->

It's not an issue just seen on PSN, but from my observation, it is worse on PSN.
For me, where Xbox Live shines is the stability of the connection, more flexible ways to match up with your friends, I also like how the match series doesn't end, every time the host leaves. Also, people communicate way better on Xbox, because you don't need the -don't flame me- stupid bluetooth set. Xbox headset is just incorporated much better, much easier with the system. Of course, this leads you noticing a lot of idiots, trash talking(calling 'other' campers names

), or people just being "special". Giving kids & idiots a microphone is almost a never good idea.
