The concept seemed very simple to me: a GT Sport FIA digital licence could be used to replace the written portion - or indeed the whole - of an entry level motorsports licence test with organising bodies (such as the MSA in the UK) that recognised it.
The written portion of an MSA National B Licence is just flags and multichoice questions (all of which are "follow the instructions of the marshalls") anyway. And the practical part is three laps at 50mph to see if you can follow a racing line. No reason why the Digital Licence can't replace all of that.
Although at £250, it's still cheaper to do the proper licence than it is buying a PS4, wheel and GT Sport...
They never delved that deep into the details though did they? I always seemed to remember Kaz talking about that Digital License in really roundabout ways without actually properly explaining what it was. Everything you just said makes perfect sense, I just don't remember PD going that deep into the details themselves.
